    Lt. Cmdr. Gene Severtson, 33, was looking forward to his 10th marathon at the Marine Corps Marathon and hoping for a different result from what he experienced at Boston earlier this year.     The ninth running of the Baltimore Running Festival (marathon/half marathon, marathon relay and 5K) was held last Saturday. The 1984 version of this race was my first marathon, with Satyr Hill, Loch Raven, et al; so I have a soft spot for the event.
