It's the most applicants yet for the Educational Choice Scholarship Program, which enters its fourth year this fall. The number also is edging toward the cap on available vouchers, which is set at 14,000.

    Franklin County Catholic school leaders hope they can find ways to stem decreasing enrollment despite a tough economy. Across the country, Catholic schools are closing as students leave the private institutions. Enrollment declined 14 percent nationally between 2000 and 2008 and 1,267 schools closed, according to the National Catholic Educational Association.
