A Hicksville mother has filed a civil lawsuit against a day care center where her toddler daughter choked on a carrot and later died. Carousel Day School in Hicksville has started the new school year fully licensed. State officials say a New York daycare center cited for operating illegally after a 2-year-old choked to death on a carrot is now fully licensed. The Carousel Day School in Hicksville had been cited after the March death of Olivia Raspanti.
