While riding down Kingston Pike recently, Christine Duncan turned into an impulse buyer as she eyed a product she's long waited to see in Knoxville. "As soon as I saw that car, I knew what it was," said Duncan, referring to a cluster of small electric vehicles in the lot of Second Chance Finance Auto Sales at 10505 Kingston Pike. "I immediately turned my car around," she said.
