    Obama will talk to students at 11 a.m. Central time Tuesday, when many across the country head back to school after summer vacation. Locally, Elgin School District U46, St. Charles School District 303 and Central Community Unit School District 301 in Burlington started class Aug. 26. Carpentersville-based Community Unit School District 300 began last Monday.
