    Clarke Central High School senior Paris Allen shouldn't be the only one left with frustrations and questions. His story, reprised a few thousand times a year at public high schools across Georgia, ought to be raising questions in state and local education bureaucracies, and ought to be frustrating teachers and administrators in each of the state's 182 public school systems.
