Thomas still faces more than 50 charges, including sex abuse, kidnapping, assault, extortion and sodomy. He is accused of paddling young men on their bare bottoms for sexual gratification in exchange for leniency in court.

The lack of a mayoral race produced an abysmally low turnout. In 2005 just under 50,000 people voted citywide -- five times more than the 9,140 that voted Tuesday.
