In 1978, Duc Tan, a former lieutenant in the South Vietnamese Army, fled communist Vietnam on a boat that capsized on the South China Sea. Eight people drowned, but Tan dragged his wife and daughter to a fishing boat that rescued them and took them to Malaysia.
